Don't know what the original building was but it is currently a marker beacon and the antenna is now pointing straight up. It plays no part in the approach at Cambridge and is used to test if aircraft can pick up a marker beacon signal.
The building was originally a 424 radar the aeriels are for inner and middle markers collocated for testing A/C. Apparently they were canted over to provide greater signal strength for an A/C flying over centre line. This was later deemed unnecessary and the aerials returned back to vertical.
