The approx dimensions are,concrete base dia-3-3.5 ft,flange about 7-7.5 inches ,5.5 inches approx..sorry not more precise but used a transparent ruler,could not read accurately-also have chemo therapy side effects and out in cold,cheers...Looks like there are 4 ish holes for base on flange,sorry no tools.....

Unfortunately, your image does not give the viewer an impression of scale or orientation. I assume that we're looking down on the object that appears to be a metal socket (tube) embedded in a concrete slab. Is the socket about 80 mm in diameter?
I bought some of the black and white striped scales that you see in forensic, archaeological etc photographs but it is easy to make them with black tape on a ruler. A carpenter's folding ruler is also useful for larger objects. It is quite easy to get an accurate NGR if you do have a GPS, the Ordnance Survey have a few App that displays NGR and also can be quickly done from this site.
I try to keep in my camera bag / rucksack several types of these scales, rulers, tape measure, a proper Leica LASER rangefinder and a waterproof notebook.
