As to where ...no idea but if I had to make a wild guess I would put it down south somewhere in the Avignon/Marseilles area. I remember a spotting trip down there in the mid 70s . North of Marseilles (out in the sticks)we found several large(in area) French military establishments - not on the maps - unknown use..but well guarded.

I know this is somewhere between Tours and Toulouse, not that its a small area to look!!
It is fairy obviously an HF station of some kind. The French have a SW broadcasting system called ALLISS...with stations at Allouis and Issoudun.... Can't find the Issoudun station - but here is a picture of the Allouis station ... many similarities (tall masts.. etc..; look at it from street view). I think this may be the kind of thing the picture shows.
I was just looking at some VLF sites on Google Earth, the French don't seem to like their military sites being photographed! Several have been blurred.

HWU transmitter is a French facility for transmitting orders to submerged submarines of the French Navy. HWU transmitter, situated near Rosnay at 46°42'47"N, 1°14'39"E, is one of the largest radio transmitters in France and is clearly visible on satellite pictures. It uses an antenna carried by thirteen guyed masts (the tallest one 357 m, 6 of 310 m, 6 of 270 m), which are, together with the masts of Allouis longwave transmitter, the tallest structures in France.
HWU transmitter works on 18.3 kHz, 20.9 kHz and 21.7 kHz. Its transmissions can be easily received in Europe when the transmitters are active by using a PC soundcard connected to a receiving coil and FFT software. Although the signals are very easy to receive, it may be impossible to decipher them without knowing the cipher and key used in the communications.
