As that is a War Department one could it be Victorion or Edwardian as opposed to WW1 or just after?

It looks very like a 'standard' OS bench mark for height above sea level.

So... did the War Department do some Ordnance Survey work somewhere along the line?

It's a War Dept. ordnance survey marker stone chaps. Yes Chris, the War Dept. began surveying and acccurately mapping Britain from 1791 onwards; all to do with the aftermath of the Jacobite rebellion. Also PNK, the War Dept. became the M.O.D. in 1964.:wink:
