motormouse quite correct BUT what do they tie down I think is the question, if it was aircraft they would have used a ring, like the ones in a dispersal or the five gallon concrete lump with a ring in?
Seen several of the first items on sites, equally spaced apart, enough infact to get a vehicle between them, so my thought something to do with loading? Kings Cliffe has them at the southern end of the peritrack, nowhere near a dispersal pan.

semi permanent structures. I've seen a lot of tents made with scaff tube style frames which are clamped to the floor with pipe clamps like that. you find them on seasonal camps sites where the tents are standing for 6-9 months of the year and pegs and guys would be a liability.
