Looks like a tower for a firing/bombing range; there appears to be a white ensign on the mast so Navy but I have no idea what the other larger flag is for.
That looks far too elaborate for a bombing range tower. I wonder if it is overseas, possibly a cold area judging by the chimney stack? The land looks quite barren as well. Also is that a small searchlight on the pedestal on the balcony?

The only clue we have is the white ensign flying from the yard, that and it is a very desolate landscape. The design of the control tower also seems a little odd."
