hmmm hand cranked chain driven axle suggests it is for spooling something the two sets of handles suggest it may have been carried stretcher like by two people .Very tentatively i would suggest it might be for winding on some sort of hessian or flexible material and then laying it out in a field . possibly to make muddy fields airworthy .

Thoughts:

A device carried by two men. The centre axle would hold a drum of wire or cable. They walk and wire (secured at loose end) is dispensed.

The man at the rear can use the brake to control the wire.

To recover a laid wire, a third man walks alongside operating the crank turning the spool.

WWII-era item of Royal Signals kit, for carrying and laying/recovering field telephone cable onto a Drum, Cable, Large.

Designed to be moved by two men, with another following to position the cable with a Linesman's Pole. Quick-removeable wheels allows airborne and seaborne use. The hand-crank is for recovering laid cable for reuse.

A fair number of unissued mid-late WWII examples were disposed of by MOD about 20 years ago, sold quickly (and cheaply) until collectors realised they were big, heavy, and not much use...

Ah, with wheels it makes more sense...
