They do claim it will be full size.

I can see the problems could be designing to withstand high winds, just hope that engineers involved and not artists or architects! I wonder if illumination by simulated searchlight beams would work at night?

Well if there is not going to be any public access, then there should at least be a public car park so we can stop safely to take photographs, even if it is from afar.

I have asked the question...

"Can you tell me if there will be a safe place to park up and view or photograph the memorial when it is completed?"

To which the response was....

"Yes there will be. We have reserved a space for a viewing platform and information board at a really good position"

Bomber statue project hits funding shortfall due to COVID-19

A project to create a life-size statue of a Lancaster bomber at the gateway to Lincoln has hit a major snag after it emerged the project is £90,000 short of cash.
The sculpture, which is set to be created beside the A46 at Norton Disney, was granted planning permission more than two years ago.

The project continues, but they remain short of cash.

In addition the prospect of a prospect of an animal rendering factory, for which planning had been rejected previously has returned with a new planning application

8 years on and it is finally up
They are still fundraising to complete the project.

Not directly accessible to the public yet. These photos are from a country road to the east of the site

I saw it on the news this morning. Very impressive especially viewed on the Lincs flatlands. Not sure about the support structure though.
