Perimeter lighting at Baginton Airport was created by WILLIAMARNOLD
These lights have appeared at the border fence of the airport east of the air museum i assume they are to mark the fence /road divide .

Perhaps to prevent confusion to aircraft on approach to Rwy 23 yet provide needed lighting for Rowley Road traffic they are low level directional (shielded). Quite smart!

Presumably they can't be seen from the air and just illuminate the road?

I'm sure that is the reason Peter. That section of road is near parallel to the landing section of that runway and, at night, normal street lighting would be a distraction hence the low-level luminaires.
